Key Objectives of the project
TEMONAS is an advanced TEchnology MONitoring and ASsessment tool combining state-of-the-art methodology and IT-implementation.
The objective of the TEMONAS Project is to provide a functional and integrated TMA tool specifically tailored for the needs of research program progress evaluation. TEMONAS will take the various existing technology monitoring and assessment methodologies a step further in providing a transparent system that allows a targeted comparison and evaluation of project results and technology achievements with a high degree of objectivity. This tool will support linear and complex, i.e. multidimensional and multi-criteria technology comparisons and delivers a profound basis for the continuous assessment of the technology progress versus objectives and in respect to incumbent or competing new technology as well as current market and policy developments thereby aiding the respective management decisions.
The main functionalities of the tool are:
• Data Input/Management
• TMA Report outputs
• Technology Assessment
• Technology Monitoring
The project will complete the methodologies for these functionalities and also perform their implementation in a comprehensive IT tool. Input data, stored in standardised formats and passing quality validation, will be used for benchmarking and multi-criteria evaluation as well as processed towards Technology and Commercial Readiness. Finally the fully reproducible results are summarised in a partial automatically generated report, containing executive portfolios, as base for a fact based decision process.
A reliable software tool serving for benchmarking its own targets of a program/project management versus the worldwide state of the art and progress is presently not available. TEMONAS shall offer such a tool for benchmarking as well as for monitoring its own progress In comparison to the targets set. TEMONAS is intended to provide these features and to offer the program management assistance in following the program success and in efficiently and obejctively preparing new program targets.
One of the main challenges is to provide trustable results on high quality. Data generated from various sources often use parameters not compatible to the ones one is looking for, and the credibility level is not always equal. Strong attention will be paid to ensure trustable data to be used only and be sufficiently proven before use.
The main focus of the project is to provide comparable status information about the project/product to be developped. Whilst in the technical area there is a well introduced Technology Readiness Level (TRL), first created by NASA and therefore for single unit R&D mainly, there is no comparable solution on the commercial level. The need for a commercialisation ranking will be addressed via a number of composite indexes defining i.e. market development status, framework readiness or policy congruence. The main challenge there will be provide easy to understand information which reflects all different market demands from low quantity up to mass production and from high price/high demand to low price/low demand applications.
Summary of the main innovative features of TEMONAS tool:
- As a first-of-its-kind, TEMONAS complements technology assessment (internal viewpoint) with an equally strong technology monitoring (external viewpoint) and the possibility to join these two aspects of technology management in one integrated application as well as producing a single integrated summary result.
- Monitoring analyses the performance or structural changes in their time dependency and in both technical and social domains.
- Advanced methodologies are applied to each modules function such as Multi Criteria Decision Aid tools, which allow the treatment of complex, multi-dimensional, nonlinear evaluation necessary for TMA.
The main innovation is the supply of a smart Technology Monitoring and Assessment (TMA) tool, beyond what is commercially available, based on a transparent, however well IT implemented and therefore accessible methodology specifically designed for project and program evaluation purposes.
Expected socio and economic impact
The main expected impact of the TEMONAS project is the provision of an advanced management tool to any research financing a promoting institution and will enhance its capacity to reach decisions on the basis of repeatable and objectified information. A reproducible and objective tool such as TEMONAS offers more and earlier information about the state of the art, new developments in technology and of the market, and allows safer and faster decisions about R&D initiation and financing as well as adaptation of running projects. This leads to more competitiveness and lower cost in shorter time. Finally, the Disseminating Knowledge which is mostly a support project developing tool. The main dissemination effort will be focused on the education and training of its future users by developing the corresponding materials and conducting the respective seminars.
