Metering in Hydrogen Refuelling Stations (HRS)

The FCH JU has commissioned a study to solve some of the issues related to metering in hydrogen refilling stations (HRS). This study is carried out by a consortium led by Air Liquide, and is planned to finish towards the end of March. The objective was to develop a testing protocol for an accelerated certification for hydrogen dispensers in compliance with OIML R139, and also to implement this protocol on several HRS in operation in Europe (accuracy tests on site). The final objective is to ensure that this can be adopted in as many countries in Europe as possible.

We are organizing two meetings - on 19 , respectively 20 March 2019 - to review and disseminate the results of the study and get adhesion of the different national metrological institutes in Europe to apply this protocol in their respective countries. Our objective is to ensure the maximum uptake of this testing protocol to enable a proper rollout of HRS across Europe.

The meeting on 19 March is meant for industrial stakeholders and the scientific community, while on 20 March we are extending an invitation to metrology institutes and relevant regulatory bodies for each country.

The preliminary agenda, common for both meetings, is as follows:

  • 10h - 10h05 : Introduction of the day (by the FCH JU)
  • 10h05 - 10h15 : Round table (all)
  • 10h15 - 10h30 : Presentation of the study: organization, scope and overall status (by C. Devilliers, Air Liquide)
  • 10h30 - 11h30 : Testing protocol: presentation and specificities for existing stations  (by C. Devilliers, Air Liquide)
  • 11h30 - 12h30 : Test campaign on HRS in operations (Part 1): organization, choice of HRS, testing equipment, constraints, tests performed, etc.  (by C. Devilliers, Air Liquide)  
  • 12h30 - 13h30 : Lunch
  • 13h30 - 14h30 : Test campaign on HRS in operations (Part 2): test results, conclusions and recommendations for the measuring system (by C. Devilliers, Air Liquide)
  • 14h30 - 15h30 : Open discussions with participants  
  • 15h30 - 16h : Conclusions (by the FCH JU)
